Triggering Echo skills
If you have a skill like "Aggressive Refrain" that is an Echo that reapplies itself whenever a chant or shout ends, will "Go For the Eyes!" or "Anthem of Flame" trigger that echo to reapply itself, if someone is attacking.
To restate. "Go For the Eyes!" and "Anthem of Flame" are Shout/Chant skills that have a duration that may expire *OR* they will go off a character "early" if that character does an attack (or attack skill for anthem of flame).
So it comes down to the definition of "when a shout of chant ends" and does the way some shouts or chants go off early, qualify as 'ending', or is the only way for a shout/chant to end is to reach the full duration?

technically, a skill does not trigger the "end" effect if they're reapplied before they actually expire due to duration. So yea...spamming Go for the eyes or watch yourself does not make aggressive refrain reapply. Use some skill that shout/chant that have duration less than it's recharge.

Shouts ending early like Anthem of Flame and "Go for the Eyes!" do count toward reapplying echoes.

The best way t refresh echoes is to use "Watch Yourself!" with tactis at 0. It lasts seconds and, even spamming it, usually u won't refresh it before it ends.

Go for the Eyes does trigger when they attack. So if you keep spamming it youw ill trigger your echo each time. Its not that hard to spam Go for the Eyes since it only uses 4 adrenaline like Watch Yourself. So no matter how the shout or chant ends, either from a skill or normal attack it still reapplies the echo as far as I have seen.

If they end prematurely it triggers, if it's refreshed it doesn't.

If the shout/chant ends normally or prematurely, it triggers (renews) the refrain. If you use Go For the Eyes and then attack, the refrain will renew. If you use anthem of Flame and use an attack skill within 10 secs, the refrain will renew. If you don't prematurely end the shout/chant, then when the shout/chant does end (10 secs for Anthem of Flame), the refrain is renewed.
And as pointed out already, if you re-cast the shout/chant before it ends then the refrain is not renewed.
Note also that the shout/chant must have some duration for the refrain to renew. For example, Make Your Time won't renew a refrain.

"Go for the Eyes" is the best Echo trigger there is. Put Blazing Finale (adjacent targets set on fire when a Shout/Chant ends) on a melee and spam GftE as often as possible. Each time you do, not only does the tank get a big bonus to crit chance, but he sets his target (and anything else next to him) on fire.
I use this on Koss all the time, and my paragon and Gen. Morgahn both spam GftE. Turns Koss into a walking incendiary device.

Yeah, I do what semantic said.. I also bring "They're On Fire!" to reduce damage from those burning bodies...
